"This small building of 1928, by Arthur Bashford, Architect to the Gateshead Borough Engineers, carefully respected the design of the 'pylons' of the adjacent Tyne Bridge. It is of concrete block construction, giving an appearance rather similar to that of the granite used in the bridge approach. In addition, it cleverly exploited its position to provide an upper-level entrance to a reading room, square in plan with set back chamfered corners, as well as access at the lower level to a larger plinth containing public toilets.
On each projecting face of the upper level is a round-headed opening. Those to the east and west contain panelled doors with fanlights above; those to the north and south take the form of large windows. The alternate, recessed faces of the structure feature smaller, rectangular windows.
